Situation analysis and action plan for services to operators

 

 

Addis Ababa Regional Micro and Small Enterprises Development Agency (ReMSEDA)

Situation and problem analysis on February 2002

  • The Addis ReMSEDA is situated at the centre of Addis. Two office rooms with public access.

  • The staff comprises one director, three trainers and two secretaries. Equipment are two computers, one photocopy machine.

  • The operators are expected to come to the office if they need advice and support. But it is possible that within a long time no clients appear. Staff is not fully busy.

  • No brochure presentation of its mission, services and achievments is available. No action planning, records on activities or services to operators and no regular reporting is done.

Proposals

  • The director himself is ready to draft a presentation brochure and wishes to publish a newsletter. On our visit we discussed some topics according to the brochure.

  • We also suggested to draft a three month action plan, to record activities and services to operators and to draft a three months report. These activities should improve the office on management level.

  • But the most important change should be to introduce an action oriented outreach programme to the operators based on demand oriented needs assessment and Business services delivery.

Meanwhile, the staff has participated in the June 2002 workshop on needs assessment and BDS delivery. One of the three trainers has been assigned to assist the Addis Ababa Private Industries Association for its efforts to support its members.

Situation on November 2002

A folder with all organizational development issues as mission, fields of intervention, services available, job description, 3 month action plan, 3 month activity report, records on services to operators and everyday activities has been provided and filled by ReMSEDA.

This folder is somewhere a guideline for the development of the institution and in the same time a presentation map for visitors.

The actual organizational capacity of Addis ReMSEDA has been improved. The 3 experts have been taken part on the needs assessment workshop in Bahir Dar and started their first BDS delivery cycle to 30 operators from September to November 2002. Situation analysis and action plan of each of the experts are fixed on the wall in order to inform collegues, operators and visitors on their work (see last photo).

Impact

The Addis ReMSEDA services to operators have been improved and the organizational capacity strengthened. Operators can get specific support and partners can get viable information. In July 2003 services will be extended by 40 advisers to 1,200 operators per year.
