In these years ICT is a buzzword that everyone speaks about. It is commonly agreed that it would be a great competitive advantage for Ghana to join the ICT wave – or at least that it would be a great disadvantage if it did not. However, the development of ICT in Ghana faces several challenges. Speaking about Micro and Small Enterprises (MSEs), the cost of acquiring and implementing ICT is often of a considerable size, and like for other investments, it is essential that enterprises have well defined purposes also for their investment in ICT. There tends to be the impression, however, that ICT more or less can stand for itself, and not as a tool which should help achieve some specific goals. Equally, to justify the investment, the MSEs must be able to get the full potential of the investment by understanding fully what ICT can do for them, i.e. how can they improve their business. In short: it is very important to make a ICT-strategy before hard- or software is acquired.
